High-level overview of governance, administration and executive leadership.

Level 1 – Governance

Provides overall direction, adopts policies and the municipal budget.

  • Sets strategic priorities for the City of Bathurst
  • Approves bylaws, policies and resolutions
  • Appoints the Chief Administrative Officer (CAO)

Level 2 – Chief Administrative Officer

Leads corporate administration and implements decisions of Mayor & Council.

  • Provides strategic leadership across all municipal service areas
  • Oversees executive team, including Chief of Police and Assistant CAO
  • Ensures alignment between Council direction and organizational delivery

Level 3 – Executive & Departmental Leadership

Provides overall leadership of the Bathurst Police Service.

  • Leads patrol, investigations and community policing operations
  • Develops public safety strategies and enforcement priorities
  • Works closely with Council and CAO on policing and community safety issues

Supports the CAO and leads key corporate and governance portfolios.

  • Oversees Legislative Services, Human Resources, Treasury, Information Technology and Corporate Communications
  • Helps coordinate cross-departmental projects and corporate initiatives

Leads parks, recreation and tourism services for residents and visitors.

  • Oversees parks, trails, facilities and outdoor recreation amenities
  • Plans and delivers recreation programming and community events
  • Supports tourism development, promotion and visitor experiences

Provides technical leadership for municipal infrastructure and assets. Oversees the Public Works department.

  • Leads engineering design and review for capital projects
  • Supports roads, water, wastewater and drainage planning
  • Works with operations teams to maintain safe, reliable infrastructure

Provides fire protection, rescue services and emergency preparedness.

  • Oversees fire suppression, rescue and emergency response
  • Leads fire prevention, inspections and public education
  • Supports emergency management planning and coordination

Provides land use and community planning for the City.

  • Leads municipal planning policy and long-range land use planning
  • Administers zoning, subdivision and development applications
  • Supports design, compatibility and sustainable community growth

Supports economic development, investment and community renewal.

  • Attracts and supports new business and investment
  • Works with partners on development and redevelopment projects
  • Promotes Bathurst’s growth opportunities and strategic assets

Provides governance and legislative support to Council and the organization.

  • Administers Council and committee meetings, agendas and minutes
  • Manages bylaws, records and access to information
  • Supports compliance with provincial legislation and other statutory requirements affecting municipal governance

Leads people and culture initiatives across the organization.

  • Oversees recruitment, staffing and workforce planning
  • Supports labour relations, performance and employee development
  • Manages HR policies, programs and employee wellness initiatives

Manages daily financial administration and support for all departments.

  • Oversees accounting, reporting and financial controls
  • Supports budgeting, forecasting and financial analysis
  • Manages water & sewer services billing, as well as other financial services to residents and businesses

Provides technology infrastructure and support for City operations.

  • Maintains networks, systems and cybersecurity
  • Supports business applications and digital services
  • Works with departments on technology planning and improvements

Leads communications and engagement with residents, partners and media.

  • Coordinates corporate communications and public information
  • Supports media relations and issues management
  • Provides branding, content and messaging for City initiatives
