Organizational Structure

High-level overview of governance, administration and senior leadership.

Level 1 – Governance

Provides overall direction, adopts policies and the municipal budget.

  • Sets strategic priorities for the City of Bathurst
  • Approves bylaws, policies and resolutions
  • Appoints the Chief Administrative Officer (CAO)

Level 2 – Chief Administrative Officer

Leads corporate administration and implements decisions of Mayor & Council.

  • Provides strategic leadership to all municipal service areas
  • Oversees executive team, including Chief of Police and Assistant CAO
  • Ensures alignment between Council direction and organizational delivery

Level 3 – Senior Leadership

Provides strategic oversight of core municipal infrastructure and assets.

The Senior Director of Engineering & Infrastructure has the function of City Engineer
  • Sets long-term direction for roads, water, wastewater and facilities
  • Leads capital planning, design and major infrastructure projects
  • Aligns operational priorities with Council and CAO direction
Service Directors
Cory Gallagher (Director of Operations [Public Works])

Leads recreation, culture, and community-focused programs.

  • Oversees recreation, aquatics, parks and waterfront initiatives
  • Supports events, programs and services that enhance quality of life
  • Aligns community programs with Council’s strategic priorities

Provides corporate support services across the organization.

  • Leads HR, IT, communications and corporate support functions
  • Drives corporate initiatives and internal service improvements
  • Supports organizational change and internal communications

Supports Council and ensures legislative and regulatory compliance.

The Senior Director of Legislative Services has the function of City Solicitor and acts as the Deputy CAO.
  • Oversees City Clerk, Economic Development, and Municipal Planning
  • Oversees Council and committee procedures and meeting support
  • Manages bylaws, records, and access to information
  • Supports governance processes and policy administration

  • Advises Council and CAO on financial strategy and risk

Leads fire protection, rescue and emergency preparedness.

The Senior Director of Fire Services has the function of Regional Fire Chief
  • Sets direction for fire suppression and rescue operations
  • Oversees fire prevention, inspections and public education
  • Supports emergency management planning and readiness

Provides policing and public safety services to the community.

  • Leads patrol, investigations and community policing
  • Develops crime prevention and enforcement strategies
  • Works closely with Council and CAO on public safety priorities
