RULES OF THE ROAD SIGNALS RIGHT-OF-WAY 165(1)The driver of a vehicle approaching an intersection shall yield the right-of-way to a vehicle that has entered the intersection from a different highway. 165(2)When two vehicles enter an intersection from different highways at approximately the same time the driver of the vehicle on the left shall yield the right-of-way to the vehicle on the right. This applies to any intersection whether it is a 4 way stop or flashing red lights. Vehicles arriving at an intersection with flashing red lights must drive as if it were a 4 way stop. Fine for failing to do so is $172.50
